NRDS memberships cannot be validated if there are special characters in a last name

Issue: When creating an RPR account, a NRDS membership will not validate if there are letters with special characters in the last name (for example: é, ñ, etc.).

ETA for Fix: None

Workaround: Please omit special characters when entering your name while creating your account.  This will not prevent your name from appearing correctly on your RPR reports.
