Unable to take or upload a profile photo when creating an account while using an Android device

Issue: When creating an account in the mobile app, on an Android device, the user is unable to take or upload a profile photo.
ETA for fix: December 2018 
Workaround: The user can finish the account creation process, then access their Settings at a later time to upload a photo from their photo album. Click on the wheel-shaped icon in the header to go to Settings.
